President-elect Joe Biden on Monday Jan. 18, 2021 announced a number of key administration posts: Elizabeth Klein, Deputy Secretary of the Interior; Dr. Jewel Bronaugh, Deputy Secretary of Agriculture; Andrea Palm, Deputy Secretary of Health and Human Services; Polly Trottenberg, Deputy Secretary of Transportation; Cindy Marten, Deputy Secretary of Education; Rohit Chopra, Director of the Consumer Financial Protection Bureau (CFPB); and Gary Gensler, Chair of the Securities and Exchange Commission (SEC). These experienced public servants will lead with compassion, integrity, and character to make our government work for all Americans.

Elizabeth Klein, Deputy Secretary of the Interior

Elizabeth Klein is an experienced leader in clean energy, climate change, and environmental law and policy. Most recently, she was Deputy Director of the State Energy & Environmental Impact Center at NYU School of Law, which supports state attorneys general in defending our nation’s bedrock environmental values.

Klein served at the Department of the Interior during both the Clinton and Obama-Biden administrations, advancing high-priority initiatives such as Interior’s renewable energy program and climate change adaptation efforts. She was previously an attorney at Latham & Watkins specializing in energy and environmental law issues and served as Director of Communications and Government Relations for the National Park Foundation prior to becoming an attorney.

Klein graduated with a degree in economics from the George Washington University and received her JD from American University’s Washington College of Law. Daughter of a former Navy Commander, Klein has roots in Delaware and Massachusetts, among other places, and now calls Virginia home where she lives with her husband and two daughters.

Dr. Jewel Bronaugh, Deputy Secretary of Agriculture

Dr. Jewel H. Bronaugh was appointed the 16th Commissioner of the Virginia Department of Agriculture and Consumer Services in 2018 by Governor Ralph Northam. She previously served as the Virginia State Executive Director for the USDA Farm Service Agency (FSA), appointed by Governor Terry McAuliffe and then-U.S. Secretary of Agriculture Tom Vilsack in July 2015. Prior to being appointed to FSA, she served as Dean of the College of Agriculture at Virginia State University (VSU) with oversight of Extension, Research and Academic Programs. Previously she was the Associate Administrator for Extension Programs and a 4-H Extension Specialist. Dr. Bronaugh would be the first woman of color to serve as Deputy Secretary of Agriculture.

In spring 2019, Dr. Bronaugh launched the Virginia Farmer Stress Task Force, organized in partnership with agricultural and health agencies and organizations, to raise awareness and coordinate resources to address farmer stress and mental health challenges in Virginia. In the fall of 2020, she helped establish the Virginia Food Access Investment Fund, a new program to address food access issues within historically marginalized communities.

Dr. Bronaugh received her Ph.D. in Career and Technical Education from Virginia Tech. She is passionate about the advancement of youth leadership in agriculture. Dr. Bronaugh is from Petersburg, Virginia. She and her husband Cleavon, a retired United States Army veteran, have four children.

Andrea Palm, Deputy Secretary of Health and Human Services

Andrea Palm is Secretary-designee of the Wisconsin Department of Health Services (DHS), overseeing one of the largest state agencies as a member of Governor Tony Evers’ cabinet. In this role, she has responsibility for the state’s Medicaid program, its Supplemental Nutrition Assistance Program (SNAP), and behavioral health programs, among others. Palm has been leading the state’s response to the COVID-19 pandemic.

Previously, Palm held a number of policy and operational roles in the Obama-Biden Administration at the U.S. Department of Health and Human Services (HHS), including Acting Assistant Secretary for Legislation and Chief of Staff and Senior Counselor to the Secretary. During her eight-year tenure, she worked on a variety of Administration priorities, including the Affordable Care Act, as well as providing leadership for the Department’s work to combat the opioid epidemic.

Palm was born and raised in rural upstate New York. She holds a bachelor’s degree from Cornell University and a master’s degree from Washington University in St. Louis.

Polly Trottenberg, Deputy Secretary of Transportation

Polly Trottenberg is a nationally recognized transportation leader with federal, state, and city experience. Trottenberg previously served in the Obama-Biden administration as the Assistant Secretary for Transportation Policy and Under Secretary for Policy at USDOT. For the last seven years, she has served as New York City’s Transportation Commissioner, running a complex 5,800-person agency that operates New York City’s transportation network of roadways, bridges, traffic and parking systems, the Staten Island Ferry, and extensive bicycle, pedestrian and public plaza infrastructure.

Trottenberg helped implement the nation’s first Vision Zero program, taking a multi-disciplinary approach to eliminating traffic fatalities and injuries. She has also focused on improving transportation equity and access, including implementation of the groundbreaking 14th St. Busway. She led NYCDOT’s COVID-19 response and recovery, transforming city streets to promote sustainable transportation and economic recovery, including one of the largest outdoor restaurant programs in the country.

Trottenberg has extensive legislative experience, serving three U.S. senators – Chuck Schumer, Barbara Boxer, and Daniel Patrick Moynihan. She received her bachelor’s degree in History from Barnard College and her Master’s in Public Policy from Harvard’s Kennedy School of Government.

Cindy Marten, Deputy Secretary of Education

Cindy Marten has served as Superintendent of the San Diego Unified School District since 2013 after being unanimously selected by the Board of Education. She directed implementation of the district’s Vision 2020 initiative, committing to a meaningful graduation for all students with the district achieving the highest graduation rate among big-city districts in California and the fastest reading growth of large urban districts nationwide in 2019.

A classroom teacher for 17 years prior to being appointed superintendent, Marten worked for ten years at Central Elementary in City Heights, one of San Diego’s most ethnically diverse and economically challenged school communities, where she established a highly successful bi-literacy program, a hands-on school garden program, integrated arts education, quality after-school and preschool programs, a daycare center for employees’ children, and a community health and wellness center for students and their families.

Superintendent, principal, vice principal and literacy specialist are all job titles Marten has held in her 32-year career as an educator. She was chosen as one of the 2018 Business Women of the Year by the San Diego Business Journal, and was awarded the 2015 National Conflict Resolution Center Local Peacemaker Award. Rohit Chopra, Director of the Consumer Financial Protection Bureau

Rohit Chopra is a Commissioner on the Federal Trade Commission. He has actively advocated to promote fair, competitive markets that protect families and honest businesses from abuses. Commissioner Chopra was unanimously confirmed by the Senate in 2018, and he has pushed for aggressive remedies against lawbreaking companies, especially repeat offenders. Together with state and international law enforcement partners, he has worked to increase scrutiny of dominant technology firms that pose risks to privacy, national security, and fair competition.

Chopra previously served as Assistant Director of the Consumer Financial Protection Bureau, where he led the agency’s efforts on student loans. In 2011, the Secretary of the Treasury appointed him to serve as the CFPB’s Student Loan Ombudsman, a new position established in the financial reform law. He also served as a Special Advisor at the U.S. Department of Education.

In these roles, Chopra led efforts to spur competition in the student loan financing market, develop new tools for students and student loan borrowers to make smarter decisions, and secure hundreds of millions of dollars in refunds for borrowers victimized by unlawful conduct by loan servicers, debt collectors, and for-profit college chains. He holds a bachelor’s degree from Harvard University and an MBA from the Wharton School at the University of Pennsylvania.

ST. LOUIS – A new study recently published in the “Journal of the National Cancer Institute“New research revealed why black Americans may be more prone to colon cancer than white people.

The research examined age-related “epigenetic” changes in colon tissue. These affect how genes work. In both blacks and whites, one side of the colon ages biologically faster than the other. But the side that ages faster is different depending on the breed. Black Americans are disproportionately affected by colon cancer, with the risk of developing colon cancer 20% higher and 40% more likely to die from it, according to the American Cancer Society.

Colon cancer is the second leading cause of cancer death in the United States when men and women are combined. However, through regular checkups, colon cancer can be found if it’s small, hasn’t spread, and may be easier to treat. Some types of screening can also help find and remove precancerous growths called polyps before they can turn into cancer. The American Cancer Society and the gastroenterology and oncology community would like the current recommendations to begin screening at age 50 to be reduced to 45.

“Almost all deaths can be prevented by colonoscopies,” said Dr. Lawrence Tierney, gastroenterologist at SSM Health St. Joseph Hospital in St. Charles.

For patients with no gastrointestinal (GI) problems and no risk factors for colon cancer, the American Cancer Society recommends an initial screening colonoscopy at age 50.

The Union Cabinet on Wednesday approved amendments to the Juvenile Justice Act to strengthen scrutiny of childcare facilities and strengthen the role of district judges to ensure the facility works in the best interests of children.

Minister of Women’s and Child Development Smriti Irani reached out to the media about the cabinet decision, saying that District Judges (DMs) along with additional District Judges (ADMs) will oversee the work of various agencies under the YY Law in each district.

She said a related bill would be presented to parliament to amend the 2015 Juvenile Justice (Welfare and Protection of Children) Act, which would broaden its scope.

Sources said plans were underway to ensure that Indian embassies in each country followed up on children adopted by foreigners for a period of two years from the day they landed.

The Ministry of Women’s and Child Development is working out details on this with the Ministry of Foreign Affairs.

There is a proposal to appoint a node office in each embassy to oversee the overseas adopted child, the sources said.

Children who are victims of human trafficking, substance abuse and abandoned by their guardians will be included in the definition of “dependent child” and protection under the amended law, Irani said.

The amendments also categorize certain previously undefined crimes as “serious crimes”.

“At present the offense encompasses three categories of minor, serious and heinous offenses. Another category of offenses will be added where the maximum sentence is more than 7 years but no minimum sentence is required or a minimum sentence of less than 7 years is treated as serious offenses under the JJ Act, “she said.

The changes also include authorizing the district judge, an additional district judge, to issue adoption orders under Section 61 of the JJ Act to ensure speedy settlement of cases and improve accountability.

The district judges were further authorized within the framework of the law to ensure smooth implementation and to bundle synergetic efforts for the benefit of children in need.

Several difficulties in implementing various provisions of the law were also raised, Irani said.

She said the district child protection unit would also work under the district judge.

Irani said that as of now there has been no specific instruction to conduct a background check on anyone to become members of the Child Welfare Committee (CWC) as there is currently no such provision to check if a person has a case of girl abuse him.

Under the changes approved by the cabinet, background and educational skills will be reviewed prior to joining the CWC, she said.

Irani also said the National Commission for the Protection of Children’s Rights conducted a survey of over 7,000 childcare facilities across the country and found that 1.5 percent did not comply with rules and regulations, and 29 percent of them had deficiencies in their management.

She said that following discussions with state governments following the survey, the department closed 500 illegal child welfare organizations that refused to register under the YY law.

Noting that the whole system of childcare facilities needs to be strengthened, she said a child welfare committee is a quasi-judicial body that declares children unlawful for adoption and ensures that it does not function in isolation.

The minister said a member of the child protection committee would have to attend three quarters of the number of meetings after the changes.

“Today’s decision is a major administrative decision, both in terms of sensitivity and legal issues, made under the leadership of Prime Minister Narendra Modi to protect children,” she told reporters.

Irani previously said that any organization that wants to run a childcare facility must delegate its purpose to the state government.

In the proposed changes, the DM will carry out its capacity and background check before registering an IHK and then forward the recommendations to the state government, she said.

The DM can independently assess a specialized CWC, youth police unit and registered institutions.

Irani said the changes are aimed at strengthening child protection to ensure the best interests of children.

The changes include empowering the District Judge and the Supplementary District Judge to issue adoption orders under Section 61 of the YY Act to ensure speedy resolution of cases and improve accountability.

The district judges were further empowered under the law to ensure smooth implementation and to pool synergetic efforts for the benefit of children in need, she said.

The minister noted that district judges are often only informed of an incident after an incident, but from now on the entire child protection unit in each district will work under the DM, so there is coordination between other departments for education, health and safety of children.

The study published in the journal science and conducted in collaboration with the Johns Hopkins Kimmel Cancer Center, found 26 new cancers in more than 9,900 women who had no history of cancer or disease symptoms.

The blood test was able to show the potential presence of cancer, but not where in the body the cancer was located; that was diagnosed with a PET-CT scan.

A blood test followed by a scan had a specificity of 99.6% (meaning there were few false positives), but the blood test alone has a sensitivity of 31%, meaning a number of cancer cases may have been missed the exam.

David Daly, CEO of Thrive, says the liquid biopsy test should be used alongside regular cancer screenings such as mammograms and colonoscopies, and should not be used as a substitute.
